Senior State Street securities finance exec takes COO tech role

State Street’s former head of technology for securities finance Frank D'Agnese has stepped up to oversee the bank’s global technology operations.

As the chief operating officer (COO) and senior vice president, information technology, D'Agnese is responsible for functions supporting the long-term development and day-to-day execution of State Street's global technology infrastructure.

His duties include strategy and planning, financial resource management, vendor management, workforce transformation, program management and governance.

D'Agnese is also responsible for ensuring the continued effective execution of State Street's technology resiliency objectives, which he oversaw directly as head of technology resiliency prior to being promoted in August 2020.

In his new role, D’Agnese reports to State Street chief information officer Sarah Berwick.

Between 2018 and 2020, D’Agnese served as the bank’s head of technology for securities finance where he was responsible for all aspects of business application management for the division including solutions and design, engineering and development, testing, maintenance and support.

D’Agnese first joined State Street’s securities finance division in 2011, based in Boston, after a year on the derivatives desk. He held several positions including as COO of the bank’s Enhanced Custody product suite, housed within securities finance prior to taking on the technology-focused role.
